Mahere Rautaki is the National Hauora Coalition’s strategy for 2024–2027. It sets out our aspirations for the next three years – the outcomes we seek, what we will prioritise, and how we will deliver value for whānau, partners, and communities across Aotearoa.

This strategy is grounded in our moemoeā; mana whānau whānau ora. It was developed through whitiwhiti kōrero with kaimahi, leadership, the Board and Trust. Mahere Rautaki draws on our whakapapa, our previous strategy, funder expectations, and insights and experiences from across the health and social sector.

Mahere Rautaki is also about setting intentions for ourselves, our partners and the whānau we serve. We are focused on demonstrating six key strengths through these years which will help us achieve our three strategic choices. Our vision and values continue to shape how we deliver on this strategy.

Our intention and commitment are to our moemoeā: mana whānau, whānau ora. Guided by this vision, and informed by our whakapapa and kaupapa, NHC through Mahere Rautaki strives to reach this.

Our purpose

Mahere Rautaki refines NHC’s purpose to be: to achieve equity of health and social outcomes by improving the systems of Aotearoa to meet the lived contexts and aspirations of whānau Māori.

Our strengths

As part of this refreshed strategy, NHC has set out six strengths we will demonstrate to whānau and our partners over the next three years. In playing to these strengths NHC will be closer to reaching mana whānau, whānau ora, delivering on our vision.

Our outcomes for whānau

Mahere Rautaki is outcomes-focused at its heart. Across the 2024–2027 period, the National Hauora Coalition is working toward four key outcomes that place whānau at the centre of their own hauora journey:

• All tamariki have the best start in life: supporting healthy development from the earliest stages
• All rangatahi reach their potential: walking alongside young people as they grow and find their place
• All whānau are in control of their wellbeing: building agency and self-determination in hauora decisions
• All whānau with long-term conditions are living well: improving quality of life across the lifespan

These outcomes reflect the National Hauora Coalition's life-course approach, from conception through to kaumātua, and our commitment to walking alongside whānau, not just delivering services to them. Grounded in our whakapapa and guided by Mana Whānau, Whānau Ora, this is how we want to deliver on Mahere Rautaki every day.

Strategic Choices

To use our time and resources wisely and to set ourselves up for success based on these strengths, Mahere Rautaki focuses us on three main things so that we deliver value.

1. Prioritise whānau Māori

Our focus here builds on the commitments set out by our Trust Deed, we prioritise investment and resources for whānau Māori, while supporting Pacific and new migrant partners to deliver mana-enhancing services.

2. Be a pātaka for community-connected organisations

We add value by offering development initiatives, tools, and system improvements to Māori providers, general practices, and kaimahi across our network.

3. Hauora sector leadership

We lead with an emphasis on mātauranga Māori, growing kaupapa Māori approaches, building an actionable evidence base, and sharing insights that support system-wide improvement.

These choices are supported by our network of aligned, kaupapa driven partners across the North Island of Aotearoa.
